By 2005 most credit and debit transactions where a card holder has been issued with a chip and PIN card and is present during the transaction, will be authorized by the customer keying in a personal identification number (PIN) rather than signing a paper receipt. From 1st January 2005, liability for fraud will shift towards any retailer or merchant who has not implemented chip and pin. Roll out will be gradual with all point of sale's being compliant by January 2005.
